The JanSan Federal Strategic Sourcing Initiative is in its final stage, as the final Request for Quotation (RFQ) has been issued. This means that the approximately 1,000 janitorial and maintenance suppliers currently providing goods to government entities will be reduced to just 21 suppliers nationwide that will be granted Blanket Purchase Agreements (BPAs).
It is the intention of the GSA to channel as much federal business as possible through these 21 BPAs. Just six BPAs will be awarded for cleaning compounds and related dispensers, five vendors will be chosen to supply non-motorized cleaning equipment and waste receptacles, five vendors will be selected for providing paper products and related dispensers, and five vendors will be able to supply motorized floor cleaning equipment.
The Office of Management and Budget has already secured letters of commitment from various federal agencies promising to channel their JanSan purchases according to FSSI requirements.
ISSA is considering protesting this matter. In order to proceed by the November 12, 2013 deadline, the ISSA must have participation from affected companies. Additionally, the GSA has just issued an RFI : Sources Sought Notice to Support Procurement for FSSI JanSan Supplies Requisition Program.
The OBJECTFIVE of RFI:
To focus on the requisition channel; for orders placed through GSA Global Supply via FedStrip and MilStrip. The immediate objective is to determine if there is a sufficient number of Small Buisness Multiple Award Schedules (MAS) Vendors having the capabilitiles of fulfilling the requirement of the North American Industry Classification System (NAICS) codes as outlined on pages 9-10 of RFI.
